    No, definitely not propaganda.
IMO, it is a BRD civil visor with added TR insignia.
    Can you get interior photos?

More detailed pictures are required of both the outside and inside to form a judgement. It would be very easy to add a civil eagle and cocarde to any blue visor cap. I would like to see some documentation from the dealer as to how he attributes this cap. I always felt members of the propaganda ministry wore the political leader uniform.

As Bob says: better photos would be okay.
    It could be Zivilkraftfahrer. Maybe?

Well, it is plainly not a "BRD" cap, if it was made in Vienna before or after the year 1945.

Austria was no longer a part of the Greater German Reich after May 1945.

Had a quick look in my files and must conclude it is not a
    Zivilkaftfahrer!

It is close to "Kraftdroschkenführer", which is a sort of
taxi-driver (often a coach). But then the insignia is wrong, as far as I know.
Maybe in later years such person was allowed to use the state eagle, which
occasionally was allowed by state personnel.
