Actualy, it's rather nicely made. Who knows what it's for thoug...maybe a chauffeur or something like that.
Thanks Ben. The shape looks Reichswehr, but did they apply the wreaths to the caps during that period? The lack of TR insignia makes me curious if this is indeed pre-TR period. If so, the question still remains... what is it?
The Reichswehr Muetzenkranz and Kokard surely don't belong on this hat, I think it's probably 1950/60s era

I reckon it's post war cap for civilian market that has been made "insignia rich" by either the owner or a seller. It has two air holes on the side that in style and look point to a post war cap, alongside the material. The chinstrap is WW1 officers style but looks new leather to me, the wreath is reichswehr and the cockades modern made state cockades.
My only other thought is that maybe it was used by a Kyffhauser veteran post WW2 ? that would account for the additional insignias
