Very poorly installed piping. Note the open seam in the back. Your feelings are correct. This is a modern reproduction.

The piping is too bright and as I previously mentioned, there is a horrible piping seam in the back that would never be found on the cap of a NCO, no less a general officer. The wool contour and quality is incorrect and the lining material is a type often found on reproduction but never original caps. Here is a genuine example by Pekuro for comparison.
