Probably a pre 53 cap then upgraded with post 53 insignia. The cap is made by a not so common maker who were most active during WWII, though it is hard to find out much about many of the makers of such headgear except a few of the bigger names. It appears to have started life as that for an officer with the Royal West Kent Regiment who at a later date was promoted to full Colonel or perhaps Brigadier and has kept his regimental buttons on it, the pre 1953 version -though I don't know if there is a post 53 version of this type of button,I'll check and edit this if need be. It is not so common to see one of these with the scarlet crown piping and out of all those posted in the big dress/forage caps thread only two are shown with this feature, though again he might have been keen to show his regimental origins and their traditions.
