Looks french from the style of overseas cap but I have no idea what the skull means

I think skull may have some correlation with the German surfer unit we were talking about earlier this week , in other words it look 4th reich to me trying very poorly to be an ss overseas cap.

The skull style kind of reminds me of italian hat badge, and the embroidery style too. Here's a quick pic I found:

I hope i was wrong, maybe it may be original, I feel like the skull looks like a lot of the ebay fakes.
