Trouble to ID Cap EIIR

Hi guys, Just been offered this, and I have no idea what it is!!
It is a very nice cap, it has a removable white cover.
Obviously EIIR is our dear Queen, but the Buttons are Kings crown, and look to be a royal shield??

Any ideas on what it is i'm about to buy......
