Could Belgian indeed!
Hard to read what is on the inside!
Is it "uniformes d'officiers " but then "rue" something and is it "Anvers " at the bottom?
I don't think the number 9 on the front is original to it!
Probleme is many people did wear military looking uniforms those days, it makes me think it could be a police (gendarmerie) cap , but then again it misses some other items.
It could be a forester, or even people in charge of water supply, roads and bridgges personal did wear uniforms!!
