Republica de Peru! It was worn in World War Two by Peruvian policemen, thought you knew?
Why would Peruvian WW2 policemen wear post-WW2 Austrian caps?

    Let's re-"cap":

    1. The maker's label is of an Austrian (Viennese) company.
    2. The cockade is Austrian.
    3. The ranking braid is Austrian.
    4. The national coat-of-arms on the chinstrap buttons is Austrian; specifically it is the post-WW2 pattern with the "broken chains" as added in 1945.
