    A few civil organisations had eagles specific to them.

    This is the Railway Protection Police (Bahnschutz) eagle, and measures 60mm:

    Eagle for Customs (Zoll), which came out in 1938 (most civil organisations revamped their uniforms in this year).

    This pic also reveals something else--a lot of civil eagles are RZM marked, even though they were not meant for Political headgear:

    I will try and post "anomalies" as I find (and recall) them.

    Here is a Form 4 PL visor with an M-38 State eagle--it could be a postwar replacement, or be 100% wartime--I have seen them worn in wartime pix:

    just curious, why did the germans waste their time making so many different kinds of adlers? you would think that 1 or 2 kinds would be enough lol...
