Thanks Harryamb, what's the meaning of ORs?

OR's means other ranks, the usual British term for enlisted troops.
This is a very nice private purchase, not standard issue cap, so the original owner must have had better than average financial assets.
Or, perhaps a family member that did, bought it for him.
