    That Is an odd getup in that last pic.

    Here is a portrait I have with some weird style WH cap eagle that might be of interest. Looks like it is privately made. I assume this would be against regulation..?

    Post 104: It is a member from a guarding unit in lieu for the Armed Forces.
    In such uniforms they guarded factories and uttilities.
    The exact name I did forget. I thought Deutscher Wachdienst or Fabriekswacht/
    Fabrikswache or something like that!

    Its a Dutch-made private purchase cap! I used to own one by the same maker, and it too had the odd eagle and wreath directly embroidered to the band.

    post 104:
    guys as him were to be identified as for various services, mainly being guards for
    military objects (mainly army and airforce, often in occupied countries), penal and POW:
    Ziviler Wachmannschaft (Wachdienst/Zivilwächter);
    Zivilwachen der militärischen Strafanstalten;
    Wachmänner miliärische Objekte;
    Aufsichtspersonal (im Wach- und Sicherheitsdienst) in Militärgefängnisse;

    Here some other views on such uniforms. Look at the lighter cap bands and greenish
    tunics. From December 1941 orders it is known NO political style of uniforms were allowed
    to be supplied to these forces (Angehörigen von Wachinstitutionen für militärischen
    und behördlichen Objekten
    ).

    Here's an uncommon one,
    The Adler on his cap is meant for an SS panzer beret.
