Feldmutze: what branch of service is this?

my militaria came today and he threw this in, i know its original that isnt the issue am just baffled as to what branch the piping isnt pink its red so it threw me off German police you can see where the pronged badge was he said he had the badge somewhere and said it was a eagle with a wreathed circle that sounds German or fire police mm anyway its in good condition a slight bit of moth nip and i suppose one for my collection pics below.maybe it is fire police protection?? any idea of value

thanks Erich the badge above is a cloth one this cap has prong holes where a metal badge was on??? would they have had metal insignia too?
