    Ben, those are Konrad Henlein and Karl Hermann Frank of the Sudeten German party in the CSR prior to the Munich summit that began the dismemberment of Czechoslovakia. They stand next to Konstantin von Neurath. This image must be in 1938 while the CSR was still intact. Or, just as the Sudetenland was absorbed or whatever. The image is from the wonderful Czech news site with very good images.

    Henlein was originally a gymnastics teacher who become politicized in the CSR of the late 1920s, became a Nazi and an SS man, as well, and was Gauleiter of the Sudetenland once it became part of the Reich. The Sudetendeutsche Partei was a Nazi fifth column party more or less after 1935 and played its role in the destruction of the CSR in 1938-9. Henlein was, however, sidelined once the German took his native lands, as was typical in both the Tschechei and Austria in 1938.

    Ergo, in this picture, no cap badges, though the Sudeten SA like organization wore a swastika on what otherwise appears to have been a black SS cap.
