    Pre-war mobilization plans ordered all shoulder boards to be covered up or rolled up during all wartime troop movements, so as to obscure the shoulder board cyphers.

    When war broke out, the shoulder boards were usually covered up with cloth loops or sometimes, in the case of removable boards, simply worn upside down. SNCOs and officers also had the option to remove their metal cyphers. Rolling the boards up - as seen here - was a rare practice, as it was the least practical option.

    This is surely an early-war photograph. Note that he is not yet wearing a breast eagle, which was ordered to be worn on enlisted men's Fliegerblusen on 1 Oct. 1940.
