Identify German Cap

Bought this today at a flea market for $15. Need help identifying what kind of cap it is. Thanks!

Its a Bundeswehr army cap and as the date says 1966, pretty common and about the right value or cheaper

Oops, I forgot to clarify what else I was asking.

Is it East or West German? Also what does the insignia mean?

By coincidence, I'm sitting looking at an identical cap at the moment (other than the last four digits of the serial number on mine being "7102" instead of your "7130". I picked it up about 20 years ago with another dozen or so similar caps but with different waffenfarbe at a large surplus warehouse in Saffron Walden, England, for a couple of pounds each.
Stored in attics, garages & sheds, for some reason this one's ended up stuck in a corner of my "computer room" rescently.
The cap's West German, with basic army insignia, I ca'nt make up my mind wheter the piping's pink or carmine though.
