A fantastic find!! I once owned a white top administrative admiral's cap with the OKK marking in the top. The top was so large, the officer wore a silver metal breast eagle on the top. Due to the size of the top, the large eagle did not look out of place. It is pictured in the old Bozich headgear book from the 1960's. I saw the cap a number of years ago and some Bozo had lifted the gold chin cord off it and replaced it with a silver one.

Slightly off topic--this is a KM field-grade officers visor that I used to own marked to OKK Wilhelmshaven, along with a hyper-rare Graf Spee EM donald-duck (that was procured by a friend of mine from the original owner in South America):
