Mmmm.... let's see...... maybe Kleinbahn ???
According to the uniformenmarkt they used all silver / aluminum insignia on their visors ( instead of gold for the Reichsbahn ) , so maybe they had dark blue cords interwoven with silver flecking , instead of the gold flecking used by the regular Reichsbahn ???
Just a wild guess because I can't find any regulations regarding the cords for the Kleinbahn visor caps.......
I also thought of the DLV , but they used silver / aluminum cords with blue flecking......
The predecessor to ADEFA for hat-makers was "ARWA", or "Wirtschaftsgenossenschaft Deutscher Mutzenfabrikanten GMBH".
ARWA existed until 1938, when it was absorbed into ADEFA.

According to the book, "Nazi Chic" by Guenther, ARWA was superseded by ADEFA on July 1st, 1938. So, according to this, one can presume that the ARWA marked hats were made prior to that date.
