vB--This one appears to be a wartime addition.
Many officers chose to replace their metal wreaths with bullion during the war, simply as further identification of being an "Officer".
There probably are empty prong holes in the pasteboard from the original metal insignia.
This one appears to be such an example.

With cockade you mean the wreath? What is done is a lousy job!
Cockades always had prongs at the reverse, so why fastening such
a thing by means of thread? Simply putting the prongs through
the cloth of the wreath and that's is! Just my opinion!!
Understand, I already thought this.
The cockade and wreath are not one piece.
Anyway, not in most occasions.
