Fashion, so they looked like old style or crushers, front line chique, is I think one answer.

I have seen an original period cartoon of a German soldier going to a tailor to buy a new private purchase schirmutze. He walks out of the store, rips outs the cap spring and then jumps up and down on it before proudly putting it on his head.
