I like those Zeumer caps, specially due to the beautiful inside label.

Friedrich-Berthold, wonderful examples you've shown, esp. the early SS EM/NCO! Thank you for showing period photos of the Zemer shop. I love photos of FABRIK and store fronts.
Note that the "Z" within the Zeumer logo is designed as a Eif-rune, very clever.

So it is indeed an RZM # 27--This visor is as close to mint as you will encounter-Beautiful toning on a very rare visor. If you consider that only 23 people of the highest political level in the Reich wore this visor with the likes of Ley, Borman,and Buch-- it glows in comparison to the much coveted SS , Heer , and Luftwaffe Generals visors. The rarest of the rare political visor!

A Reichsleiter could have purchased such a great cap, but all from the Reichsleitung
eventually could have bought one, in my opinion, if he was able to spend the money
for a beautiful manufactured cap as this one.
I guess that anyway persons with the function Haupt-Befehlsleiter, Ober-Befehlsleiter
and Befehlsleiter were persons in such a position. The highest grades Leiter eines
Obersten Amtes or Stabsleiter eines Reichsleiters, Leiter eines Haupamtes or
Stabsleiter des Leiters des Obersten Amtes (when nog being a Reichsleiter), as well as
Leiter eines Amtes and Leiter einer Hauptstelle or Hauptabteilung.
Persons that were allowed to wear the special aguillette and brocade were anyway, as
they were authorized according the 1939 regulation and this were all political leaders
with the function einer Hauptstelle and upwards (so in fact all that are mentioned
above). This just my opinion!
At one moment over 225 persons were active according the above functions/ranks. I will show
later this day the personnel for some of the offices and departments. Must look for the information!

With regularity persons were appointed for another rank or function, transferred to another
department or were relieved from an office or department. All information is from the
"Verordnungsblatt der Reichsleitung der NSDAP"!
This is just a small % of what was going on!
All of these persons and many more could have purchased the visored cap from
this thread! Further shown a publication from 1940 and the allowance to wear
the uniform as specified. Since later 1940 hardly any such information was supplied.
Reasons: "secrecy for the enemy"!
If there was ever a place this hat deserved to be, it is in wiki's collection.

Wim-I am a little confused with the post you provided. It is my understanding that only Reichleiters and State Ministers were allowed to wear the bullion piping on a political visor.
I did send you a PM about found material.
In 1939-regulations actually nothing was said about gold bullion piping, just schwefelgeld or
goldgelb,
but it was noted in the summer of 1939 who actually were allowed to wear the embroidered
wreath directly to the band. Those serving within the Reichsleitung surely will have purchased
a visored cap with matching embroidered wreath and piping.
This is far more then Reichsleiter and State Ministers. All with the rank Abschnittleiter and
upwards were allowed and authorized. This were 13 ranks, including Reichsleiter. In fact
this were all those that were allowed to wear embroidered ranking insignia.
What I can eventually do is, post all clippings (eight in total) about the subject from various sources
from the introduction in 1939 and later.
Here are the eight clippings, eventually with some information:
1) “Die Uniformen der Politischen Leiter der NSDAP” from order 9/39 from April 2, 1939.
Here the color is as goldgelb; the RZM phrased it as schwefelgelb;
2) from the same source. Golden oakleaf, either embroidered or from metal (note that nothing
or nowhere in this regulation the word silver was used. Yes, it was, but then related to the fact
silver insignia were forbidden for all - this is a special hint for buckle collectors);
3) Here it tells who were allowed to wear the special aiguillette and brocade. At the level of
Reichsleitung it is said: Stelle;
4) about the visored cap. It is said ONLY form 4.
5) from the Mitteilungsblatt der RZM from July 1, 1939, which says cap band with the (into it)
embroidered oakleaf wreath;
6) from the same source from July 29, 1939. Here it is said the embroidered cap band was allowed to be
worn by those that also were authorized to wear embroidered collar patches (Abschnittleiter and upwards).
All other had to wear metal;
7) from an order from July 18, 1939 with all ranks that were allowed to wear the embroidered oakleaf wreath.
It is obvious it were quite some persons;
8) Unterrichtstafel der NSDAP, plate from 1944 with the ranks related to 7.
Note one was not obliged to use embroidered stuff for the mentioned ranks. When one preferred he could
wear the simple metal devices. For embroidered material of course goes: there are moe then one qualities!
