The hat appears period, it is just the question of whether that badge was on it before 1945.

Even if it was applied before 1945 it was misapplied - due to Wim's "Headgear of Hitler's Germany" Vol 2 the first form of a Blockwart's cap was with the early star on the centerband and an (early political) eagle above it (1934 - 1938). Later (from 1938 onwards) the new star with the swastica was worn together with the newly introduced RLB eagle. There was no cockade for these ranks. Wim, please correct me if I quoted you wrongly.
By the way, stonemint: this seems to be the same cap (see the cracks in the peak and the little damage to its brim):

I agree that the "block warden" hat does not conform to regs, but it just might be a cap in which the owner slapped on an RLB emblem in lieu of buying an official cap (but as stated, no way to prove this).
The cap itself does appear to be pre-1945 in manufacture.
