Looks like a nice privately purchased doeskin visor to me.
But always wait for others just in case I'm wrong.

Nice pick-up. Hat is a 100% original HPC (Hermann Potthoff, Coesfeld).
Hat should have the vented system under the sweatband, and cutouts in the wreath for airflow.

In your opinion, what is a fair price for this hat?

A superb hat. The Artillery Red caps are always immensely attractive and this one looks to be no exception! What are they asking for it?

Nice looking visor. Price will be subjective, most people here shy away from quoting prices. I usually just go by a rule of thumb, if a general price range for Artillery Officer visors is $6-800 (which I think it is, rare variants/embroidered wreath/eagle examples aside) then that's your ballpark figure. Personally I don't care about the rare maker blah, blah, blah...If you like it and can afford it then go for it.
