I also have never seen a marking such as the one on the chinstrap you posted. I would also be very skeptical in these days of everything being faked.

Usualy the RZM agreement code of this straps bigins with "L10/....." and not "L4/....
perhaps a period "ersatz" chinstrap but "later" SS marked...
... after a "in hand" examination:
is this this chinstrap IMO finally a period item, L4 is used for "Sattlermeister" = sadle maker but also "Handwerkbetriebe" => leather Handicraft enterprises and # 45 is the maker code number.
see below an extract of the RZM regulation of 1936 for the SA canteen strap,
both were autorized : RZM L5/.... /.... and RZM L4/...MAKER../ ... YEAR...
