I would say very rare.
the only thing that confuses me is Ukrainian in ROA - contradiction.
The cap badge is for a Ukrainian Roland Battalion member. These cap badges until just recently used to be Extremely Rare-between Bob Coleman and myself, in over 40 years, we both had seen only one of these badges. Apparently, there has recently been discovered either a Box of these badges or else a hoard somewhere has been uncovered. The Collectors Guild sold one recently and had asserted that it was the Only one they had, but Now,just a few weeks later, there are Two more badges being sold there. I had emailed them and asked what their source for these badges were and explained why I was asking, but received no reply.
To me, at least, to be suddenly seeing these badges popping up like mushrooms in a lawn is extremely suspicious and I believe that my theory of a secretly discovered hoard is correct. A shame, as these insignia's were very valuable and much sought after, but with all the new pieces coming to light suddenly, it is certain that the price will be plummeting...
(Anybody wanna buy a couple of them?)

Hm, interesting details. So it could be someone is starting to drip-feed the marked with these items then.
It would be interesting to know what else was found in this "hoard" (If it is so)
I bought my Roland Battl cap badge about 35 years ago. Actually I have seen a fair few over the years. The one on the cap appears original from what I can see.
I would certainly like to see more pics of these items.

You are a lucky collector Carfin. I believe this are good items. I dont have loose collartabs, but they look the same as my POA pair does.
I would gladly sell a foot and a arm to get these items into my collection.
