Unknown Eagle

Hello. I have posted this eagle a couple of times and have never really gotten a good answer to what organization it's for. It is marked RZM 63 so it should be a political organization. Someone posted an identical size bullion eagle on a WAF thread. The bullion eagle is on a political or Eastern People's colored wool. I am guessing the metal eagle might be for a visor and the bullion might be a sleeve eagle. Thanks in advance for any help.

I think your correct , 2 separate pieces added to make this item , the holes in the wreath are quite large to fit such small pins from the eagle . And there is no pin to fasten the bottem end of the eagle IMO ,
