Must have been prototype that got placed on the hat by Erel. It does "fit" the hat in that it does not extend over/under the piping. I agree, there is too much wool showing with this type, and it appears it would better fit a Weimar cockade, but they did not use this style 1919-1932.
Right now, it is a one of a kind.
