Wasserschutzpolizei visor help......

Hello,
I recently stumbled into this visor. From the research i did online, I'm pretty sure, the eagle is on the wrong spot, as well as possalbly missing the cockade. Also, all thigh there are no markings left on the inside, I found it interesting the inside of the hat is lined with some kind of water resistant plastic/rubberish fabric, maybe? Which I think would be consistent with a wasserschutzpolizei visor maybe? So does this look period correct? Also is it lacking the cockade? I noticed there is white or off white piping, what does that mean? Any help would be great, thanks.

Looks post war to me, also I believe these would have gold piping.
