He is wearing a political eagle on his cap and a political leader's belt and buckle. The shoulder straps are enlisted gradeand the tunic appears to have army collar tabs. I presume he is some form of political leader attached to a Heer unit.

Interesting how the uneducated masses at WAF jumped on after one individual said the cap was post war. Part of the mentality that I have never seen one before so it must be a fake.

It is practically sure the guy is wearing the new brown, so-called
"Einsatzuniform für Politische Leiter" and with this uniform
he is wearing the appropriate visored field-cap. With this it is also
practically sure the photo might be dated as about fall 1944.

It looks as he is wearing shoulder-straps for a RAD Truppführer,
as it would be normal the RAD would be involved with the building
    of fortifications.

Gents, another pic posted on another forum of unusual uniforms.
Any idea? (there is some speculation that they are OT).
The cuff-title looks like Feldherrnhalle, but impossible to read:

I can't make a 100% positive ID, but I am sure that these are not Feldherrnhalle personnel. (The FHH cuff title was worn on the left sleeve, no SA collar patches are present etc.)

I think OT is correct. While I don't see any badges or insignia that can be positively identified as being OT (such as the title on the upper left arm), the cut of the tunics matches as does the style of the cap worn by the uniformed man on the left.

The cap of the uniformed man on the right is interesting: A kepi or a field cap of a very high cut with what appears to be a national eagle above a cockade within a Soutache above the flap button.

By the way, I think the photo was taken in Paris. The signs in the back say "37 [...] Rue du Chevalier de la Barre" and something with "... COEUR" and ..."JESUS".
The address of the famous Basilica of Sacré-Cœur de Montmartre is 35 Rue du Chevalier de la Barre.
