I believe this is a Reichsbahn visor with incorrect eagle placed on it.
A little rough around the edges but, if cheap, what the heck.

prussian blue cap , Carmine piping and a black velvet cap band......

Great looking cap John and a Polizei eagle is quite easy to come by!...
