The Korean Order of National Security Merit is a non-combat military award.
This Order was created in 1967, and this design is from that period.
I took a look at the reverse side which states that it is a first class (一등).
In 1970 this class was renamed Tong Il (통일) and the reverse inscription would have changed accordingly.
In 1969, the ribbon bar went from round to rectangular.
That places you Order of National Security Merit, 1st Class as having been issued between Dec. 1969 and Nov. 1970.
The ribbon colors changed in 1971 and the obverse design (and ribbon colors) changed in 1973.
Lots of moving parts.
If this Order was issued to a foreigner, then it could have been issued anytime up until 1973, or at least until their old design stock was depleted.
