    Looks like a possible repaint, but it just may be the lighting, of course. Appears pretty Shiny, to my eyes, though. Could be a possible period repaint as it does show wear from being carried.

    I would say original, but better pics would confirm.

    My reasoning:

    1) Overall condition of the dagger is good and the paint matches this condition.
    2) Look at the paint towards the lower front left side, as there does appear some ageing there.

    He states that its the Original paint, i quote:

    The hewer comes with it’s original, black painted (retains 95% original paint), magnetic sheet metal scabbard with matte, nickel/silver plated top and bottom fittings. Both the top and bottom fittings are secured to the scabbard by two, small, dome headed screws. Very nice!

    Ade makes some great points, sometimes you can see a difference in the scabbard paint were the leather frog was attached, best way to tell is with an in hand inspection.

    I contacted Peter, he assured me it is original paint. With knowing this, I purchased the item.
    Thank you all for the help. I am just starting on edged weapons, so many more posts to follow.
