yes it is possible but only the police can do that, a friend once had a problem what he payd over western union and he sued western union who had to give out informations what they did then
but you already have his adress or do you think this is a fake adress for him
try to send him a sined for letter and include some flour write a text to it who tells him now he has to hurry to the hospital to find out what substance this was or he has to xyz if he is not fast
