Don't know about this one, but I have had a few of these through my hands and everyone had a tinnie type pin fastening on the reverse, not prongs. I have even had them made of moulded glass!
Last I read nobody knew quite what it was for.

I have obtained several of these over the years in veteran's caches. I have seen them with both pin and prong backings. The title and design would indicate that these were an identification worn by civilian police auxillaries in the latter days of the 3rd Reich.
