Metal Police Eagle

I am cataloging the items from the Holocaust exhibit at the museum I am interning at and cannot figure out what this metal eagle was used for. Someone told me that it was for a cartridge box, while someone else said that it was for a helmet. It measures roughly 6 inches by 3 inches. Both wings are slightly bent in. It still has the two screws on the back. Any information would be highly appreciated.

I found out what it was after all. It is a WWII German Police Shako hat insignia.
