I believe this is supposed to be an early police cap eagle, but I have no idea whether or not it's original.

It's also been used for the Firesquad and It is indeed original.

Yes, it's an early Police cap eagle introduced in 1934 for peaked caps and used until replaced by a larger, different pattern in 1936.
As to authenticity, I can't see red flags.
