Police Enlisted Mans Shako Metal Cockarde

I was wondering if this is an original part. Described as "Police Shako Metal Cockarde with aluminum attachment prong. Made of three pieces. The die stamped aluminum measures 2 1/2" x 1 3/8". No makers name, original Black and Red paint with the natural silver representing the white National colors."
