Maybe something for measuring distance on maps? Fahrstab must have something to do with "driver staff"????

I know a company called Hazet, made and still make such and other instuments.
Hazet makes mechanical tools - I have their tool set :-)
Unless I'm very much mistaken, it's a polar planimeter, used to measure the area of a shape.
