Hello-I don't know for sure but the ability to drive was rare at the time A H was a young man-vehicle ownership was very much limited to the wealthy and the skill was largely limited to professionals like taxi drivers, chaffeurs, bus drivers etc which he wasn't. Indeed one of the objectives of the NSDAP motoring wing and later the whole VW Beetle scheme was to increase the number of people with driving & mechanical experience. In short, most folks anywhere in Europe prior to WW2 didn't drive-perhaps the question should be could he ride a horse?

The three men with Hitler are, from left to right, Julius Schaub, Sepp Dietrich and Kurt Daluege. Dietrich certainly was one of Hitler's drivers in the pre-1933 days.
