    It looks like a Grease Pencil to me more than a felt tip.

    I was thinking along the same lines as Greg and Chris. Also thought may be some type of ink pad/stamp application.
    They look to be sporting those on HBT coverall.

    I say grease pencil as well. It is definitely hand "drawn" to my eyes.
