    I would think that an important tool like this would have been available to the boat's machinist. I believe US subs in WWII were fitted with metal lathes. A quick Google search seems to show that the Hommel company might have produced lathes for U boats.

    Certainly, the U-boat Engineer's had a lathe on board. They were essential equipment.

    There is a description of U-462 here U-boat Archive - U-462 - Interrogation Report, although it was a supply boat, as opposed to a regular combat U-Boat::

    DETAILS OF U.462.
    (i) Type: XIV.
    (ii) Displacement: 1,600 tons.
    (iii) Builders: Deutsche Werke, Kiel.
    (iv) Construction: The inboard layout was similar to U.464. (See C.B. 04051 (50).) This includes a workshop aft, which was equipped with lathe with milling attachment, borer and usual grind stones.
