Just Checked, the German Army had it's first Peace Keeping Mission in Cambodia in 1992. I think that might be what it is for.

today I found the answer from the leadership development and civic education of the German Army in my mailbox.
I'm going to translate it this evening (I hope my english is good enough after all those years ) and will post it not later than tomorrow.
