As to the Navy Buttons there is a mix of KC and QC buttons with one odd QC being manufactured by JR.GAUNT & SONS marked Montreal,England,
I had to dig around a little Pete but found some KC RCAF buttons in a box that I know are WW II era manufactured by Scully and they are the same as your 23 mm just smaller used for tunic pockets.
Here are some KC RCAMC buttons as well that were in the same box as the KC RCAF buttons they are as well WWII era manufactured by Scully.
I have two buttons in my collection which are very hard to find but I need to pull them from a framed display to photograph KC Canadian Airborne WWII manufactured by Scully
