Never seen anything like it, I have no clue I would think it would be from a country that was part of the Soviet Union based on the style other than that I don't know anything
The history of the Taliban and it's predecessors (The Taliban movement traces its origin to the Pakistani-trained mujahideen in northern Pakistan during the Soviet invasion era) should answer that question for you.
The belt may well have come from Afghanistan and have been worn by a Taliban follower but It would have no "official" link to that organisation I would think. It's true origins could be a number of Islamic countries.

I would think Turkish, particularly if found in Germany.
I asked at a renown turkish militaria group on Facebook. They don't know them either.
