    He was a civilian employee, not a soldier. Whatever he did, he was entitled to the privileges accorded to a company grade officer (Lieutenant thru Captain). Good luck.

    He doesn't appear to have been drafted. The U.S. military has used civilian employees for many, many years.

    US Government Employees could have been commissioned instead of taking the standard GS rating (Federal Civil Service Ratings for positions and pay) depending on the position. That was true I know until the 1980s. I had a friend who was a Lt Commander in the USNR instead of a GS rating, and only had a uniform on once for his ID.
