When I posted this on the 384th FB page, One of the other researchers found this digital copy.
So I figured I would share it here for other's who wish to read this book.
Eighth Air Force : tactical development, August 1942-May 1945 : Anderson, Orvil A : Free Download, Borrow, and Streaming : Internet Archive
The only difference with this and the one my cousin sent to the Mighty 8th Museum is that it is marked as SECRET on the front pages and the one linked has CONFIDENTIAL stamped over the SECRET!!
Enjoy!!
