I was told that these are called Disney War Bonds or WWII "Baby Bonds".
I found my father's. It is dated June 22, 1945, from Elyria OH. I also have the original envelope and accompanying letter signed by Mabel Dehm, Bonds for Baby Chairman.
I asked US Treasury about it; Their Response:
The Walt Disney certificate in your possession is not a United States Savings Bond. Certificates were issued by various banks and other organizations during World War II in connection with the sale of savings bonds. In many instances, certificates were used to indicate that individuals participated in the sale of bonds, and did not necessarily mean that individuals, or someone acting on their behalf, actually purchased a savings bond. Such certificates have no monetary value supported by the US Treasury.
