Didier, Certainly not "dog tags", or at least not American style. Being they are in English with the A.S.A. on it, this could possibly be some type of unit award for a U.S. Army A.S.A uinit (Army Security Agency). These units were broken down into Sections. The A.S.A was disbanded and merged into Military Intelligence in the 70's. It's at least a place to start, hope this helps. Can't think of anything else on these. Good luck, John
I was in the A.S.A from 1974 70 1977 and never saw anything like this.

I know a guy who served in that unit in Germany back in the 1960s. They are known as the "Spooks" of the Army. Nice item BTW.
PS, I dont know if he still has his tags or not? but can ask next chance I see him.
PS, they spent most of their time in the Army wearing Civilian clothes and not on a military installation. I dont know much else about them though.
