Identifying a general (?) signing a document - 1920

Hi,

I believe this could be a "white" army general who signed this permit in 1920.
Any idea on who he was?

Hi Neil,
I believe it is signature of Konstantin Globatchev. He was before October revolution Chief of Petrograd Security Department and was Chief of Pass-Forward Section in Constantinople (Turkey) at 1920 when Russian "white" Army evacuated from Crimea. So it was counterspy during all his service.

Could be, but here this man is a high ranking diplomat at the legation in Turkey...8)
