The name of the "Железнодорожный" (Zheleznodorozhny) - is quite normal for Russia, so often called the districts, areas or the streets, located near the railway station.
But in this case it's not "the Region", but the "Zheleznodorozhny District Committee of the Comosomol (Районный Комитет Комосомола / shortened - РайКом ) Leninist Communist Youth Union of Ukraine (Ленинского Коммунистического Союза Молодежи Украины / shortened - ЛКСМУ)
There is a mistake - in the patronym "Arsent’yeva" the letter "n" is missed, it must necessarily be there - "Arsent’yevNa".Lyubov’ Arsent’yeva Markevich
