This seems to be a Russian document from 1940, I only know it comes from Harbin, North East China.
Could someone see what it is? names and context? sorry, my Russian is poor.

Northern Chinian capital city Harbin- Manchuria. The population in the first part of 20 century is mostly Russian. That paper says that the owner has some credits from the bank of "Harbin Union Bank" Ltd in ammount of 3976 Gobi, and need to pay % 57 Gobi. The paper issued to the Chinesse name Fu-Chin-Yun.
